Ukrainian President Volodymyr Zelensky States He Lacks Clear Defense Guarantee from Allies
President Zelensky has stated that European allies have not given him sound guarantees that they will defend Ukraine in the event of a future Russian attack.
"I continue to pose this critical question to every one of our allies and I have not received a definitive and straightforward response yet," he told reporters on Wednesday.
These remarks follow a day after Britain and France inked a statement of purpose on stationing forces in Ukraine if a peace deal to end the war with Russia is finalized.
However, comprehensive defense assurances have yet to be solidified. The United States, which has been leading efforts to end the invasion, was reported to have abstained from signing such a commitment at talks in Paris on the previous day.
Outcomes from the Paris Discussions
After the Paris talks, which included some 30 countries that comprise the so-called Coalition of the Willing, British PM Keir Starmer said the UK and France would "establish military hubs across Ukraine" to deter future invasion, while France's President Macron subsequently indicated a significant number of soldiers may be deployed.
Allies proposed that the US would assume a leading role in monitoring a truce. But the central sticking point of territorial concessions that Ukraine is being asked to grant to Russia as a component of the settlement terms are continuing to be negotiated.
Moscow has not yet commented on the declaration made in the French capital.
President Putin initiated a full-scale invasion of Ukraine in February 2022, and Moscow currently controls about 20% of Ukraine's land.
The President's Evolving Stance
The UK Prime Minister characterized the bilateral declaration as "a vital part of our dedication to stand with Ukraine for the foreseeable future".
He continued: "It establishes the pathway for the legal framework under which British, French and partner forces could operate on Ukrainian soil, protecting Ukrainian airspace and waters, and regenerating Ukraine's armed forces for the years to come."
Zelensky hailed that agreement as a "significant leap of progress".
Twenty-four hours afterward, however, he appeared less optimistic.
"I see the will, the political will, and that the partners are ready, and the allies are willing to give us strong sanctions, powerful defense assurances," he said when asked if European countries would come to Ukraine's aid.
"However, until we don't have such security guarantees - formally ratified, endorsed by legislatures, supported by the United States Congress - this question remains unresolved. And even if they do, you must ultimately depend first and foremost on your inherent capabilities."
Persistent Challenges and Fighting
Negotiations in Paris were also significant due to the presence of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.
One envoy stated the allies "mostly completed" their work on finalizing security arrangements.
Recently, the President indicated a settlement was "ninety percent complete".
Questions of land and security guarantees have been at the center of outstanding matters for negotiators.
Putin has repeatedly warned that Ukraine's military must withdraw from all of Ukraine's eastern Donbas or Moscow will take control, rejecting any compromise over how to conclude hostilities.
The Ukrainian President has thus far rejected ceding any territory, but has suggested that Ukraine could withdraw its troops to an agreed point - but provided that Russia reciprocated the action.
Moscow now holds about three-quarters of the Donetsk region, and some nearly all of the adjacent Luhansk region. The pair of oblasts form the industrial Donbas region.
It has been intensifying attacks against cities in Ukraine - with a focus on energy infrastructure. Russia has also made incremental advances in seizing additional Ukrainian land.
Ukraine has hit back at Russian targets with drones, though with more limited success.
